.n.'s office on drugs and crime, the u.s. gun homicide rate is 30 times that of france or australia. it is 12 times higher than the average for other developed countries. why is that? if psychology is the main course, we should see that we have 12 times as many psychologically disturbed people as the oecd average. we don't. in fact, america takes mental disorders seriously, treats them and doesn't stigmatize them. we do better in this area than most of our peers. is america's popular culture much worse than other rich countries? not really since it's largely the same popular culture worldwide. england and wales, for example, are exposed to virtually identical cultural influences as the u.s. yet, their rate of gun homicide is some 3% of ours. the japanese are at the cutting edge of the world of video games, yet the u.n. puts their gun homicide rate at close to zero. why? well, they have one of the most restrictive series of gun laws in the world. when looking internationally, it is obvious that the one feature of america that would explain why we have so much more gun violence than the rest of

. that is a scathing conclusion of an independent review board investigating the deadly september 11th attack at the u.s. consulate in benghazi. ambassador chris stevens and three other americans were killed that day. the panel finding security in benghazi was grossly inadequate to cope with the attack, that washington ignored repeated requests to beef up personnel, and ultimately a lack of transparency, responsiveness and leadership senior levels both this washington and in libya. alise, what do you make of this report. a lot of these findings we've been talking about for a very long time. >> that's right, but also in the last few months, there's been so much politicization of this attack, especially with these talking points and the whole issue of susan rice, ambassador susan rice and what she said about whether there was a protest. this report didn't find that there was a protest, but it also kind of really is the first look at what went wrong, a kind of very sobering look i'd say of what went wrong. and they said that basically the state department and the embassy in libya kind of missed the warning

, it expired in 2004, the law in effect banned 20 different assault weapons manufactured in the u.s. also banned the manufacture of high-capacity magazines, the ones that hold more than ten bullets. there were plenty of loopholes, though, gun manufacturers could make minor modifications and then rename them, in a sense making them legal. also, there was no ban on the import of assault weapons from overseas. you see, the ban was only for american-made guns. any guns or high-capacity magazines manufactured before the ban could still be owned and used legally. when it comes to gun bans, the states have taken the lead. california went full speed ahead after a shooting in elementary school in stockton in 1989. they banned the manufacturer, transport, import, or sale of assault weapons, also now bans sales to felons and drug addicts and requires safety training, a ten-day waiting period and outlaws those high-capacity magazines that hold more than ten bullets. other states also limit who can own guns and guns that can be carried with or without a permit. how prevalent are they really? well, the

business correspondent for "u.s. news & world report." i want to ask you about the tax increase if there is no deal and tax rates rise, when would workers begin to see that reflekr reflected in their paychecks? when does the pain start? >> this is not one tax hike. this is about nine different sets of taxes. and the one that would go up right away is the payroll tax. that was cut temporarily in 2 009, cut by two percentage points and will go back up by two percentage points and that would come out of workers' paychecks right off the bat. it would add up to something like $60, $70 a month for the typical worker. we hear about all the tax rates that are going up, that actually wouldn't involve money that is in people's pockets until they actually pay their taxes or do their tax returns the following year. because that's when they would have to calculate the amount they owe and whether they paid enough taxes in 2013. so the good and bad news about that is that is not going to affect people right away, but that also means they can put that one off for a long time and we could go --

of the biggest lobbying groups in the u.s. they had their hands in some 60 measures this year alone. carol, when you compare this group to, you know, the other advocacy groups, the brady campaign to stop gun violence, when you compare those two groups, the nra outspends that group some 66 times more than the brady campaign. and they spent more than 4,143 times more money on contributions. so this is a big, strong, powerful group. carol, when they talk about meaningful contributions, what does that mean? this is a group, if they were to support a ban on assault rifles, that would be a huge blow to gun makers. >> i can't see that happening. >> what does it mean, a meaningful contribution? we have yet to see. >> yeah. we have yet to see. friday's the big day when the nra will maybe spell out what those meaningful contributions are. >>> with polls showing that more americans now support stricter gun laws, the question of gun control may not be if, but when despite the nra. that's prompting many americans to go gun shopping right now. cnn's david mattingly is here to talk about this new spike in sale

nearer and the u.s. goes over it. >> can we expect any other lobbyists, any other lawmakers to step up to the plate and kick start negotiations? i mean, what about senate minority leader mitch mcconnell? >> well, the thing at this point -- and i'm told by sources -- is that there really are no negotiations going on between senator mitch mcconnell, the republican leader in the senate and senate majority leader harry reid who is actually in hawaii today for the funeral of daniel inouye and is on his way back to washington. it would really come down to the senate doing something. the way democrats see it, there's a possibility that senator mcconnell might allow this bill that i mentioned that already passed in july with the threshold for tax hikes being at the $250,000 level, that he might sort of allow democrats to say okay, the house has to take this or if there is some sort of vote on another measure that while mitch mcconnell would be unlikely to personally support it, perhaps he might let some of his republican senators do that. now, this is sort of thinking coming from democrats. th
